Outsider can mobilize considerable power to force change, but often lack insider knowledge on which specific leverage points can yield the outcomes they seek. Working together, across the institutional barriers can result in pivotal changes and the redirection that turns potent but misguided agencies and institutions into powerful allies for deep change.
